The match, at Ibrox, is scheduled to take place on either the 25th or 26th of September but Hemmings believes the Light Blues have nothing to fear.
Having been sidelined by a knee injury this season he has watched from the stands as a string of new signings have impressed at Ibrox for Ally McCoist’s men.
And the English forward feels the calibre of player added to the squad means Rangers can still boast one of the best groups of players in the country.
He said: “I think although they are SPL leaders we still have some of the best players in Scotland so I don’t see why we can’t win the game.
“Given the home form, where we’ve looked strong in every game, I don’t see why we can’t win it.

“It’s a tough draw, don’t get me wrong. They were involved in Europe and are top of the league at the moment so they’ll come to Ibrox thinking they can win the game.
“From our point of view we go in to it thinking the same way. You just need to look at the squad and some of the players that we have and they are among the best in Scotland.
“A lot of the players that have come in have been very impressive and I think it was important that we got them in to rebuild the squad and the gaffer has done that.”
Hemmings has been impressed by the reaction of Rangers fans to the club’s position in the fourth tier of Scottish football, and he is expecting a rousing reception for the team when Motherwell visit Ibrox.
He added: “Getting an SPL club is what the fans want. Everyone wants to be playing against the best clubs in the land.
“No doubt there will be 50,000 people there and every single one of them will be backing the Rangers.”
