After superbly fighting back from 1-0 down through Alfredo Morelos and Scott Arfield, the Light Blues were stung by a Chris Doidge goal 18 minutes from time to level matters.
Gerrard told RangersTV at full-time: "We are disappointed with the outcome and the result. It's two points dropped, but I don’t think the performance overall was good enough to win it even though we have had very good chances to win it.
"We have got to manage the game better. We have shown great character and good quality - the second goal was fantastic - to get ourselves in front, but then we go on and give a real, sloppy goal away which was disappointing."
In terms of positives on the afternoon, the manager continued: "We scored two good goals and created some real, good chances as well. Ryan Kent, could he have taken another touch to take it closer to the goal?
"The 'keeper has also pulled a hell of a save off and then Scotty has made a fantastic run, got a good connection, it is a good save, but you expect him to take the second one.
"So in-terms of creation, we have done enough, but to concede two goals away from home, it is very difficult to win football matches."
The Light Blues were without Kemar Roofe this afternoon, and the manager updated: "He has been sent for a scan. We originally thought it might have been a bit of tightness in his calf and he thought it was tightness in his calf.
"On assessment, it was looking that way, but something has shown up so he will be missing in the short-term."
Gers move on now to their next Europa League qualifier, traveling to face Willem II in Tilburg on Thursday night.
On that, the manager added: "It will be a tough game and they are a good side with really good attacking players. They finished fifth in the Dutch league last year so they deserve respect.
"But one thing is for sure, we are going to have to improve from an organisation and defensive point of view if we want to progress to that final qualifying round."
