The striker has spent the past nine years playing in Sweden and England, but said the professional set-up at Rangers was a factor in drawing her back home.
Speaking exclusively to RangersTV after signing, she said: “I am excited to be here and I am looking forward to what is ahead.
“Rangers are a team that are growing and improving every season so for me growing up as a Rangers supporter it was an easy decision for me.
“Having played down south for a number of years, professionalism is something that I value and it is great to see that a club like Rangers go to that level and the league in general is continuing to grow and improve.
“I think the professionalism of the game and the growth of it since I left almost nine years ago is fantastic to see and hopefully it can continue to do that over the years to come.”
Ross will join up with the squad as they begin pre-season training and she can’t wait to get started.
She continued: “I know quite a few of the girls from the national team and I was at Manchester United with Lizzie Arnot so I definitely know some of the girls and I am looking forward to getting going.
“As gruelling as I'm sure pre-season is going to be, I am looking forward to getting started.”
