It is a new position which was introduced in the summer following a restructure of the club’s youth set-up led by Sporting Director Ross Wilson and Head of Academy Craig Mulholland.
This new role, as Wilson outlined when the changes were announced at the end of June, is common in English academies and is one he was very keen to introduce at the Rangers Training Centre.
Murty will not simply focus on one age group, and he will be involved in ensuring the game model continues to evolve, studying the best practice from other academies.
Speaking this week to RangersTV, Murty outlined: "It is a role which is going to allow me to step away from the pitch to top being quite so operational and to focus purely on development.
"A lot of the time when we are trying to help our young players manage those steps between age groups or those developmental steps which are quite challenging, we don't necessarily have the time to focus in on the important details as we are so operational on the grass all the time doing double-sessions or planning for a game.
"This step will hopefully allow me to be in a more supportive role for our players and for our coaches and make sure I have an oversight on the programme, making sure we continue to evolve our environment into a class-leading one.
"It is my job to ensure the individual plans the players have, the detail is honed in on and we put as much planning into each training session as possible so the coaches aren't just delivering good data in-terms of our curriculum and our game model, but also the individual development targets.
"That means looking at the technical things they can do better, or it might be a psychological problem we are working through.
"All of these little things need to be taken into consideration - I would like us to be the best-planned and prepared coaching cohort in the country.

"We are close to it, but it is my job to make sure we help our coaches put on the best session we possibly can that makes our players stretch to challenge their cognition, their thought processes and the speed of their play.
"But enabling them to become elite, all-round, problem-solving footballers. I think we are close to that and we have the foundations in-place for that, and my job as I see it, is getting the marginal gains now that make the transitions between our Academy and our first-team more probable."
That Murty can point to the likes of a Nathan Patterson, now a regular face around the first-team, and a Lewis Mayo, who last week signed a new, long-term deal with Gers is fantastic for him in his new role, and he added: "It is important, and it is showing it is not linear as they are very, very different athletes and very different people who have wildly different attributes.
"So it is important the players know not one size fits all - not everyone is going to follow the same pathway and Michael Beale is very, very good in the way he explains it - some people get in the elevator at the ground floor and go straight into the first-team, and others need to stop off along the way.
"As long as that person understands it is their personal journey, and we will support them on that personal journey, ultimately, it is about looking up at the first-team and seeing that as the ultimate aspiration and the ultimate accolade.
"It's about making sure our players' desire and end when they come through the gates at eight or nine, that is where they want to get to and we need to make sure they retain that hunger, that humility and that work ethic which is going to make that possible.
"If we can do that, then we know that the environment that we have created is a real, elite development one."
