The 22-year-old has made the move from Portland Timbers in MLS and became the 13th addition of the summer window before it concluded at 5pm on Thursday evening.
Speaking exclusively to RangersTV in his first interview, the Venezuelan international commented: “I’m happy. I’m enjoying it.
“It’s all been a bit rushed, but I’m enjoying the process, trying to make the most of my time here and get to know the guys, the team and the facilities before the games come around, which they will soon enough.
“For now, I’m just enjoying it.
“I’d love to bring them some joy with goals, good performances and memorable moments.
“I’ll try to get myself ready, and we’ll see how the next few days go. This is going to be very special for me.”
Despite only celebrating his 22nd birthday in July, Kelsy has already sampled European football when he featured for Shakhtar Donetsk in the UEFA Champions League in 2023.
After winning a pair of league titles with the Ukrainian club, which brought its challenges off the pitch, he made the switch to MLS.
Kelsy continued: “From a footballing perspective, [Shakhtar] was a very good period for me, getting the chance to play in Europe. I’m grateful to have had that experience.
“But life there was difficult because of the situation the country was going through and is still going through.
“It was a little complicated in that respect, but on a personal level it was a great experience for me.
“The experience [in MLS] was really good for me as well.
“At first, I thought it might be a step backwards in my career, but it didn’t turn out that way. Playing regularly is always a positive thing, wherever you are.
“And it helped me get to where I am today, here in Scotland. Now I’m back in Europe and at a great club.
“I also really enjoyed the country and the relaxed lifestyle there. It’s another experience that I’m very grateful for and happy to have had.”
It has been a transfer window of firsts for the club, with Kelsy following Japanese winger Daisuke Yokota and South Korean attacker Minsu Kim in becoming the first player from his country to represent the men’s side.
For Kelsy, he will carry that privilege every day, and he is motivated to help deliver success for his new club.
He said: “Being the first Venezuelan to play here fills me with pride, and I’m very grateful for the opportunity.
“It’s all thanks to the hard work and effort I’ve put in over the years.
“I want to start this new journey in the best possible way and enjoy every moment of it.”
