The forward has made the move north of the border from Lewes in the English FA Championship for her first taste of SWPL football.
The 23-year-old said the facilities and integration of the women’s team at The Hummel Training Centre was a key part of her decision.
Speaking to RangersTV she said: “It is brilliant I am really exciting to be here.
“Right now I am coming back from an injury which I sustained with my last club so it’s a little bit unfortunate but I think the right thing was to move up here and to be in the environment and the facilities that Rangers have.
“The availability of the physios and treatment and obviously being based at the training ground was the big thing for me to come and to move up here.
“I think it is brilliant that they are integrating the women into the men’s training facility to make it as one.
Born in Durham to Scottish parents, Ness has represented Scotland Women’s National Team with eight caps.
Now she is looking forward to playing her club football in Scotland, she continued: “It’s new and exciting and it has changed so much over the last few years.
“Having been down in England and across in Sweden I think Scotland are putting in a lot of infrastructure and support around the league so it is just a really exciting time to be up here.
“The club is obviously quite ambitious, it knows where it wants to be, it knows the steps to get there.
“I think silverware is probably the biggest thing it has been a while since I have won anything so it would be nice to pick something up.
Rangers Women kick-off their Scottish Premier League Cup group stage campaign on Sunday against Queen’s Park at the Hummel Training Centre (kick-off 3pm).
Tickets can be bought on the gate and cost £5 for Adults and £3 for students/concessions and £1 for under-16s.
